WP1 will align the Project needs with the extensive knowledge and expertise of the ISM-KA project partners as well as with the direction of travel and outputs, where appropriate, that major research and innovation programmes, such as those of the EC’s FP7 and H2020 are taking, thereby ensuring a full spectrum range of safety and security issues and challenges are considered from day one and throughout the lifecycle of the project and beyond. WP1 will design and put in place a mechanism for Horizon Scanning of the above and a feedback loop by which outputs and findings can be incorporated dynamically into the development of this ISM-KA both throughout the duration of the project as well as beyond. This horizon scanning and feedback loop will be used to direct and update the ISM-KA both at a practical level, such as seen in changes to policy or legislation affecting safety and security and, for wider societal issues such as those seen in the current immigration crisis, UK/EU referendum, climate change or the issues surrounding increased nationalism or other social populist movements.

The objective of WP2 is to develop guidelines for international security management. The Work Package 2 will be informed by the scanning of WP1 and in close collaboration with all other WPs develop guidelines which will apply directly to the ISM, but also beyond. These guidelines are based on the following five principles:

1. Multi-stakeholder collaboration
2. Co-creation
3. Evidence based management
4. International perspective
5. Policy to practice alignment

WP3 will be responsible for the development of the master program based on the existing expertise within the consortium and the needs and requirements identified in WP1 and WP2. The WP3 will contain two elements: firstly, content design; secondly, content delivery. While the exact content and the teaching methods will follow from the exploratory phase in WP1 and WP2, the general setup will follow established structures of executive master programs. At present, the ISM Master is envisioned as a set of flexible multidisciplinary learning modules. The first task in WP3 is the development of content and materials in the master program. The consortium possesses extensive experience in the development and delivery of courses in the safety and security area. Based on this experience, we identified four areas in which educational needs arise: International Security Systems, Information and Communication Technologies, Public Private Cooperation, Leadership, Change and Organisation. WP3 will be responsible to develop the content for these four areas in the form of course modules in the foundation, advanced and specialization phases including teaching materials, tests and assignments for the various face-to-face and e-learning formats. The second focus of WP3 is the development of appropriate methods for content delivery, i.e., identification and development of the educational methodologies and mechanism most appropriate for the content and target communities. Generally, educational methods will combine classical face-to-face education with e-learning/distance learning techniques. This mixture is often more effective than either classroom learning or online education alone. Further, e-learning facilitates participation of international students as well as the easier combination of the master with job demands. E-learning comprises an extensive array of digitization approaches, components and delivery methods such as blended learning, action learning and MOOCs.

The dissemination plan of the project will describe the main actions that will be put in place by all consortium members in order to disseminate and communicate the project activities and outcomes. Moreover, an exploitation planning will be part of the activities of this Work Package. Such actions will be undertaken in coordination with the Executive Committee of the project. The main actions are listed as follow:

• Design and implementation of a project platform (also considering Security Multilogue integration).
• Creation of professional group on social networks (i.e. LinkedIn and Twitter).
• Creation of dissemination materials in all six languages of the partner Organizations involved in the project (English, Dutch, German, Italian, Spanish, French).
• Publication of articles in field reviews and journals, participation to conferences and dedicated presentations to end-users and stakeholders.
• Organization of a series of meetings.
• Exploitation planning.
